new program to serve the EL students and present this proposal to the governing board of
your school. The total population for grades 9–12 is 1,256 students. The following table

West Oak Cove School serves a diverse and cultured English Learners student
population. There are over 1,200 students who do not speak English as their first language.
Striving to provide equality in academics, West Oak Cove School makes its student's success a
high priority. According to ESSA, the state will “provide resources to school districts to
establish, implement and sustain high-quality language instruction educational programs
designed to ensure that English learners develop both English language proficiency and content
proficiency” (ESSA, 2014). Utilizing the data chart (below), our students and staff need support
in many ways. I propose a new program specific to their needs to help support them in the
classroom and support their families.
