Public Service Ethics- Foundations and History Introduction  Administrative ethics: o Refers to people in career leadership and staff positions in government and nonprofit organizations. o May sound like an oxymoron (two words that don’t belong together), but it is an important topic.  The students likely already knows something about administrative ethics. o This course offers a way of organizing our thinking about administrative ethics. o Knowledge provides the basis for understanding and action.  The course enables students to: o Appreciate that ethics is integral to the nature of democratic public administration. o Understand the responsibilities of public administrators and the bases of administrative ethics. o Understand the tenets of the codes of ethics for various professional organizations in the public sector and how they are applied. o Be aware of the pressures and forces in public administration that can contribute to unethical behavior. o Develop the knowledge and skills needed to deal with ethical problems that arise in public service. o Reduce unethical behavior and promote the exercise of positive ethical responsibilities. o Harm comes from inaction--the failure to do what is right--as well as from engaging in unethical actions. o Strengthen the ethical climate in public organizations.
