Sport Australia will have on the sport and physical activity sectors. Do you think this is possible given the current scale and budget of Sport Australia?This question is designed to make students think about the practicalities of a relatively small national agency that devotes the majority of its resources to high performance sport trying to influence the participation of the general population in sport and physical activity. The sector is made up of many actors – local governments, private providers, and state governments, along with volunteer led clubs and associations – and this question should assist students in becoming aware of the complexity of the delivery model for sport and active recreation in Australia and how much influence may be possible from a modestly funded national sport agency.
2.Is there good evidence for all the claims made by the Chair of Sport Australia in their introduction to Sport 2030?There is no doubt that for those people that regularly participate in sport there are physical health benefits and a range of other mental health, social and economic benefits that may also accrue to individuals. 2 participation for some sections of the community due to economic disadvantage, social isolation, geographic barriers, financial hardship, racism, or disability . This question is designed to point students to examine participation rates and the value of sport in their own context, not just Australia.
3.The NHPSS makes no mention of professional sport that is arguably more visible and regularly consumed by Australians than the Olympics, Paralympics, Commonwealth Games, and International Championships. Why might that be the case?This question should help students examine the autonomy enjoyed by most professional leagues in Australia that may not be connected to their respective N ational Sport Organisation, may be privately owned, and may have no role in junior athlete development programs. The NHPSS is designed to grow athletic talent but in some cases the professional sport sector may merely be a willing recipient of that talent pool and have no meaningful role in investing or supporting it.

Do you think this plan addresses the core issues with Australia’s high- performance sport system that are discussed at length in Sport 2030?The intent of this question is to have students identify the core issues with the current system and map out what this new Sport 2030 plan is going to do to address them. Having such a detailed suite of actions over a 10 year period might be too constraining as it does not consider major disruptions (such as a pand emic) and thus allow for adjustments, or it may n ever come to fruition if there is a change in government over the 10 year time frame of the policy.
2.The ten- year timeframe is unusual for a national sport policy. Why is a ten- year time f rame important in this context?Some of the changes required and capital investments m ay well take a decade to com e to fruition and thus a ten year time f rame is impor tant to enable meaningful capital planning, to reform other enabling policies and also to provide some certainty to all the organisations in the sport sector about how governments will work with and support their endeavours. 3 / 4

Does section 10 adequately e xplain how this will be funded?It is important for students to understand that this is a policy statement and not a 10 year budget statement. The re are statements made to “s eek to increase” rather than a definitive statement of investment. This question should assist students in understanding the power o f a national policy and its subsequent dependence on a nation’s annual budget cycle that will dictate how it might be resourced.
